The Grassroots Arts Program is unique in that it empowers local arts councils and arts organizations to plan programs and projects for their citizens that reflect the arts and cultural traditions and resources specific to their area. By providing funding for localized efforts, the North Carolina Arts Council fosters a sense of pride in local communities and increases citizen participation in and ownership of local programs.

The Grassroots Arts Program is sponsored by the North Carolina Department of Cultural Resources, and is administered through the Arts Council of Lincoln County. Grants are issued yearly for cultural arts projects, events and services. Funds are available to nonprofit, tax-exempt organizations, whose purpose is to promote and develop diverse cultural arts programming in Lincoln County.
